Your New Role
As a permanent, full-time, Program Analyst 3, you will administer programs that support OPRD’s local heritage partners across the state. This includes helping communities recognize the value of and preserve their historic assets, with a particular focus on historic downtowns. You will collaborate with national and statewide agencies, as well as local governments, to provide resources and support to organizations working toward vibrant downtowns and robust local preservation programs. In this role, you will work with those organizations to develop and implement downtown plans, including fundraising, organizational development, promotion, design and preservation, and business development. You will also provide training, conferences, evaluation, and technical services, and coordinate the delivery of services by consultants. In addition, you will work closely with Oregon Heritage staff to ensure preservation and heritage programs are accessible to local partners in a coordinated manner.
This position has the potential for hybrid-remote work; however, travel expenses to Salem for required in-person duties are not reimbursed.
Minimum Qualifications:
A Bachelor's Degree in historic preservation, planning, public administration, non-profit management, community development, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
Special Requirements:
To be hired, a criminal record and driving record check must be completed that meets OPRD Criteria at the time of hire, and throughout employment while also maintaining a valid driver’s license.
Desired Attributes:
Demonstrated experience in strategic planning including facilitation and development.
Has experience in statewide program implementation based on evaluation and analysis of statewide conditions.
Brings expertise in at least one of the following: historic preservation, downtown/economic development, local government/public agency coordination, planning/zoning regulations, or state and federal historic resource rules.
Ability to work with people from diverse cultural, education and professional backgrounds and in particular rural communities.
Experience in government relations and partnership development including working with statewide and national agencies, nonprofits and other partners for statewide efforts.
Experienced in delivering effective training and presentations that support local programs and build capacity.
Effectively organizes workload, balances multiple priorities, and adapts as needed. Shows ability and willingness to evaluate processes, learn from outcomes, and adjust strategies.
Preference may be given to candidates with nonprofit management experience.
