Program Management
- Develop and manage the Community Services Department’s Economic Development Program.
- Responsible for personnel management and program operations. Develop, present, and manage the program budget, monitor revenues and control expenditures, provide financial reports, and ensure fiscal responsibility.
- Develop policy recommendations for the board of commissioners on issues related to Economic Development and other Community Services Department programs. Coordinate Economic Development and other state or federally funded projects or programs to align with policy direction.
- Assumes coordination and responsibility for assigned services and activities of the economic development program, i.e., visioning, leadership and providing direction on major strategic initiatives and projects.
- Lead, mentor and develop the department’s Economic Development team in creating, coordinating, implementing, and executing economic development strategies, goals, objectives, and project management; recommend and administer policies and procedures.
- Work with other governments, agencies, organizations, and other entities on developing and maintaining regional strategies for economic development initiatives, including regional lands inventories, and regional / statewide policies and programs.
- Serves as the County's representative managing program events and attending meetings with County partners or other public agencies.
- Establish grant/subrecipient application processes including, developing, and receiving project applications, coordinating the review process, determining project eligibility, granting awards, and conducting all program required public notice, outreach, and public meeting requirements.
- Prepare and oversee execution of contracts, IGAs, grant agreements, and/or subrecipient agreements as appropriate.
- Evaluate and respond to grievance and appeal request regarding funded services.
- Monitor sub-recipients, grantees, beneficiaries, vendors, etc. for compliance with County, State and/or federal regulations, and for performance, tracking, and reporting requirements associated with any grant or funding provided for programs or projects.
- Ensure and maintain accurate project/program files for funding award compliance documentation.
- Maintain contract register and coordinate the contract approval process through the Community Services Department’s Contract Analyst and the Finance Department.
- Work to ensure accuracy and compliance with all contract law and financial regulations. Program Communication and Marketing
- Manage responses to inquiries, resolution of complaints, problems or emergencies related to area of responsibility.
- Perform complex research and economic trend scans, develops professional documents and reports. Make public presentations to board and community/business groups.
- Work with the appropriate staff or contractor on the development of marketing materials and programs promoting Marion County’s economic interests.
- Prepare a variety of complex correspondence, memoranda and administrative staff reports; coordinate and participate in the preparation of agendas.
- Other duties as assigned.
Requirements for the Position
1. Bachelor's degree with major course work in economic development, community development, business administration or a related field; AND
2. Two years of experience in economic development, community development, business/program development; OR
3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

Salary Range
