NATURE OF POSITION:
Under the direction of the Director of Development Services (currently assigned to the Deputy City Manager), the Deputy Director of Development Services holds primary responsibility to plan, organize, direct, advise and evaluate the day to day functions of the Development Services Department; including administering City-wide long-range and current planning, economic development, building inspection, permitting, code enforcement and development coordination, and other related projects and activities; supervise and evaluate the performance of assigned personnel.

REQUIRED MINIMUM QUALIFICATIONS:
Bachelor's degree in urban planning, architecture, geography, public administration, or a closely related field; seven (7) or more years of experience in municipal planning and/or community development, preferably within Washington State, including three or more years in a leadership role and supervisory capacity. Any equivalent combination of education and experience may be considered that demonstrates possession of the required knowledge, skills, and abilities to perform the essential functions of the job. Valid State driver's license.

DESIRED QUALIFICATIONS:
Master’s Degree preferred. Experience in urban planning of a municipality of 15,000 population or greater and possess certification in the American Institute of Certified Planners (AICP). Bilingual in Spanish.

SUPERVISION RECEIVED:
General direction and oversight are provided by the Director of Development Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Employees of the City of Walla Walla are expected to model and foster the City’s core values: Service - Integrity – Collaboration - Equity - Leadership - Community

2. Provide technical expertise regarding assigned functions; formulate, develop, and modify policies and procedures.

3. Assist in developing and implementing future strategic objectives and short-range plans and activities.

4. Assist in developing and preparing the annual budget for the Development Services Department; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines. Seek to obtain additional funding resources via contracting, inter-local agreements, and other mechanisms.

5. Represent the City at various meetings and conferences; communicate with public, vendors, and others to explain policies, implement actions, and exchange ideas.

6. Acts as, or on behalf of, the Director of Development Services in their absence.

7. Prepare and submit necessary reports for regulatory compliance and ensure the maintenance of a variety of narrative and statistical reports, records, and files.

8. Communicate with other managers, City personnel and contractors to coordinate activities and programs, resolve issues and conflicts and exchange information.

9. Supervise and evaluate the performance of assigned staff; assist in the selection of new and promoted employees; recommend transfers, reassignment, and corrective actions including separation of employment; plan, coordinate and arrange for appropriate training for employees.

10. When such responsibility is specifically delegated, serve as the City’s SEPA (State Environmental Policy Act) responsible official, and approving authority for administrative land use decision.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to interpret and comply with applicable federal, state, and local laws, rules, and regulations, including City policies and procedures, especially relating to land use planning, building, and permitting, health and safety, and risk management.
  • Principles and practices of personnel management, supervision, and training.
  • Current effective philosophies and methods of planning and development.
  • Grant writing/development/administration processes.
  • Public relations, advertising and marketing theories and techniques.
  • Research and analysis techniques, methods, procedures, and report presentation
  • Skill in effectively addressing people of various cultural, economic, and educational backgrounds.
  • Applicable office automation to include GIS, word processing, spreadsheet, and applicable automated presentation software.
  • Effective oral and written communication skills and ability to interpret, apply and explain rules, regulations, policies and procedures.

 

TOOLS AND EQUIPMENT USED:
Computer system and standard program usage, including GIS. Use of a computer terminal, MS Office Suite, and permit tracking software.

PHYSICAL DEMANDS:
Hearing and speaking to exchange information and make presentations; seeing to read and analyze complex data; sitting or standing for extended periods of time; walking over rough or uneven surfaces to conduct project inspections; bending at the waist.

WORK ENVIRONMENT:
Office environment, travel to a variety of locations for site visits or to attend meetings.
