GENERAL DESCRIPTION OF POSITION

Prepares and administers land use ordinances, comprehensive plans, and related land use planning projects/programs which guide land use and development within Umatilla County.

REQUIREMENTS FOR POSITION - EE

PLANNER I

  • Knowledge of zoning and subdivision ordinances.
  • Knowledge of the principles, practices, and techniques of land use planning in Oregon.
  • Basic understanding of land use planning law and policy.
  • Ability to relate to the public, and maintain harmonious relationships with the public and other government agency staff.
  • Ability to write and orally present technical reports related to land use planning.
  • Ability to effectively communicate with the public at the front counter and via email and telephone.
  • Ability to work effectively and efficiently without direct supervision or guidance.
  • Ability to meet deadlines and schedule time efficiently.
  • Ability to work as a team member, share knowledge, skills and abilities with staff and the general public.
  • Ability to maintain good attendance with adherence to work hours.
  • Ability to successfully pass pre-employment background check.

PLANNER II (includes all requirements of a Planner I)

  • Considerable knowledge of the principles, practices, and techniques of land use planning in Oregon.
  • Working knowledge of zoning and subdivision ordinances and ability to apply them to specific development proposals.
  • Working knowledge of governmental policy, legal procedures, and terminology regarding land use planning.
  • Ability to develop and supervise a project work program, perform research, compile technical data, and review plans and specifications.

SENIOR PLANNER (includes all requirements of a Planner I and II)

  • Considerable knowledge of the principles, practices, and techniques of current and long-range planning, specifically Comprehensive Planning, in Oregon.
  • Ability to interpret and implement new land use regulations as adopted by the State of Oregon.
  • Ability to provide land use policy recommendations to county staff, Planning Commission, Board of Commissioners, and various professional organizations.

 

PLANNER I - Graduation from a minimum of a two-year college with major coursework in planning, geography, or closely related field; or a minimum of two years relevant experience in land use planning or related field; or any satisfactory combination thereof.

PLANNER II - Bachelor's degree from an accredited college or university with major coursework in planning, geography, or closely related field; or a minimum of three years relevant experience in land use planning; or any satisfactory combination thereof.

SENIOR PLANNER - Bachelor's degree from an accredited college or university with major coursework in planning, geography, or closely related field; and a minimum of three years relevant experience in land use planning; or American Institute of Certified Planners (AICP) Certification; or any satisfactory combination thereof.
