The role:

Join our team as a senior transportation planner! In this role, you will develop statements of work, write long range planning documents, implement ordinances and manage the work of consultants, grant recipients and state agency staff to develop State Planning and Research (SPR) and Transportation Growth Management (TGM) funded projects. You will make decisions on critical issues that directly affect local governments, businesses and stakeholders and the effectiveness of policies, plans and programs in achieving our agency’s mission and goals. Hybrid work options available – initial training period will require full time, in office work. After training, the person in this position will be required to report to the office once a week on Wednesday’s but can work remotely the rest of the time.

A day in the life:

  • Manage the development of transportation system, corridor, refinement and other plans and programs.
  • Write and negotiate with local governments the policies to be adopted in statewide and local plans.
  • Report product quality and delivery, expensed versus budget and overall progress monthly.
  • Research and write scope, schedule and budget for each project and prepare work order contract applications.
  • Secure consultant services to develop plans.
  • Develop and review transportation plans, facility plans and programs.
  • Approve products and invoices for payment according to contract and budget.
  • Craft and present policies and ordinances at hearings and workshops of local planning commissions, city councils and boards of commissioners.
  • Identify, coordinate and manage agency grants and projects.
  • Lead project teams of internal and external partners to collaboratively achieve agreements on plan policies and implementing ordinances.
  • Work requires sitting for long hours, lifting up to 20 pounds and traveling in state and out of state.

Minimum qualifications:
Six years of planning experience related to the job.

OR

A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field AND three years of progressively responsible planning experience related to the job.

Note: A master’s degree in regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.

OR

An equivalent combination of relevant education, training, and experience.

Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience in planning in a politically sensitive environment and determining scope and implications on assigned projects.
  • Experience representing a project in public forums.
