RFP FOR PLANNING SERVICES
The City of Cascade Locks, Oregon invites all qualified individuals and firms to submit proposals to provide community planning services on a fee for service basis. This is a contract relationship and intended to be paid for through city general fund and fees for service paid for by applicants.

The City of Cascade Locks is inviting proposals for both technical expertise only (Proposal 1) and/or frontline customer service related to planning services and technical expertise (Proposal 2).

Qualifications: To be considered, candidates or firms must possess the following qualifications and or experience.

1. Have qualified professional planning staff with Bachelor’s and / or Master’s Degree from an accredited four-year university.

2. At least 5 years’ experience working successfully in community planning.

3. Have successful experience in cultivating public input and engagement in the plan review and planning process.

4. Be familiar with the Oregon land use planning system and permit review requirements.

Work to be done: It is the intent of the City that the following work be completed under the terms of the contract.

Proposal 1

1. Review, interpret, and recommend on all development review proposals referred by the City.

2. Assist, advise and recommend changes to the City Development Code or Comprehensive Plan.3

Proposal 2

1. Provide frontline customer service to all items related to planning and land use in the City of Cascade Locks via email and telephone.

2. Review, interpret, and recommend on all development review proposals and applications submitted to the City of Cascade Locks.

3. Assist, advise and recommend changes to the City Development Code or Comprehensive Plan.

Obligations of the City:

The City may provide:

Proposal 1

1. Office space, office furniture and the use of standard office equipment while working on City premises.

Proposal 2

1. Office space, office furniture and the use of standard office equipment while working on City premises.

2. Provide an email account and IT support for email account

Obligations of the Consultant:

The selected consultant shall be responsible for providing:

1. All payroll taxes, salaries, workers compensation and any other employees directly needed to complete assignments provided by the City.

2. All off-site facilities shall be the full responsibility of the consultant.

3. Travel to Cascade Locks to assist in the successful review and development of proposed projects.

4. Prepare reviews and reports for and make presentations to city staff, Council and Planning Commission as needed.

RFP Shall include:

1. Application and permit review timelines for Proposal 1 and 2

2. Estimated cost per hour for Proposal 1 and 2

3. General inquiry response timelines for Proposal 2

Evaluation: Proposal will be evaluated on the basis of consultant experience, distance from Cascade Locks, proposed response times and cost per hour.

Submittals: Firms or individuals interested in applying to provide this service should provide a submittal to the City Administrator no later than 5:00 pm on Friday November 22nd, 2024. City staff will review and present to Council for a final decision on Monday December 9th, 2024. Anticipated contract start date of Monday February 3rd, 2025.
