Petra Schuetz (her/she)
With over two decades of public sector leadership, I bring a proven track record in strategic planning, community development, and equity-driven leadership. Most recently as Interim Community Development Director and Planning Director for Benton County, I lead inclusive initiatives that span infrastructure and socio-environmental services—most notably Periodic Review, Development Code updates, and the 18,000+ page record, 1,200+ testifier, 18-month Coffin Butte regional landfill expansion land use application. Prior year roles as Public Works Director and Deputy Director, honed my skills in cross-agency coordination, stakeholder engagement, and mentoring diverse teams. I’ve also served as a small City Administrator for over eight years. I am deeply committed to public service and equity, consistently working to dismantle systemic barriers and elevate underrepresented voices in both educational and community contexts. I am currently at a point in my career where I can genuinely give back to the profession and I’m inspired by the opportunity to contribute to OAPA’s mission.

I just started Arbitrary Lines by Nolan Gray. It discusses how deeply political zoning can remain. Gray’s critique of exclusionary land use policies In Benton County, we are strategically working to center equity and transparency in our planning initiatives within a blustery political climate and -I anticipate- this book will be reaffirmed why that matters. As I run for the APA Oregon Board, I carry how much our profession truly has the influence to shape more inclusive, just community development.
We know and live that Planning is far more than land use—it’s about understanding how systems and places shape lives. If selected as a first time OAPA Board member I hope to continue to bring to bring a comprehensive, pragmatic perspectives to the role. We are strategic thinkers, consensus builders, and stewards of long-term vision. Whether it’s guiding county-wide strategic plans or managing multimillion-dollar programs, thoughtful planning strengthens communities and can unlock endless opportunity.
