The Hillsboro Community Development Department is seeking an excellent communicator with a focus for details to help us provide exceptional customer service as a Community Development Technician.

In this position, you will serve as the ongoing point of contact for the City of Hillsboro Community Development Department in receiving, responding, and managing technical questions from customers (i.e., landowners, business owners, developers, builders, community members, and applicants) with land use, site development, and building permit inquiries. You will ensure efficient and customer-friendly review processes from land use, site development, right-of-way, and building permit submittals throughout the entire review process, permit issuance, and occupancy. You may often serve as a point of contact and liaison between public customers, other city departments, and/or external agencies. The most important role of this position is to provide comprehensive customer service and ensure timely, accurate and efficient responses to requests and project submittals.

Primary Duties and Responsibilities:

  • Assists the public in land use review, plan review, and specific project submittal procedures and processing.
  • Assists the general public, virtually, over the phone, or in person, regarding land use, site development, right-of-way, and building permit requirements and provides general planning, zoning and building code information.
  • Provides technical assistance to applicants submitting projects on an electronic plan review system and other software platforms.
  • Answers inquiries regarding submittal and review status.
  • Receives requests, answers questions about inspection process, and schedules inspections.
  • Accepts land use and development review applications.
  • Accepts site development and right-of-way permit applications.
  • Accepts building permit and trade permit applications.
  • Schedules pre-application meetings and helps project managers facilitate meetings, as needed.
  • Reviews applications for completeness and conformance with applicable ordinances, statutes, regulations, and internal and external standards, policies, and guidelines.
  • Calculates and verifies various fees, prepares fee estimates, and applies fees to permits or other development review billings.
  • Enters permit data into an automated database, prepares reports, and verifies accuracy.
  • Coordinates with Geographic Information Systems (GIS) staff in maintaining the address database.
  • Routes plans to other City departments and/or outside agencies for review and tracks plan review process.
  • Prepares reports for development permit submittals and other general correspondence and provides technical support to other review staff.
  • Coordinates and facilitates the process of legal noticing according to state, regional, and City statutory requirements including the creation of documents and providing the details that ensure the statutes are met.
  • Participates in routine testing and maintenance of permit software systems.
  • Builds and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Manages records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.

Acceptable Training and Experience:

  • Associate degree in related field; AND
  • Three years of customer service experience in building construction or design, land development, regulatory code compliance; computer applications, GIS, urban and land use planning, database management software and related experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Multilingual abilities, especially including Spanish, is desired but not required for the position.

Licensing / Certifications:

  • International Code Council (ICC) Permit Technician Certification within six months of hire
  • Oregon Inspector Certification within six months of hire
  • Valid driver’s license and safe driving record
